The South Hill Town Council voted unanimously on Nov. 10 to rezone 1203 N. Mecklenburg Avenue from Single-Family Residential District R1-15 to General Residential District R2-16.
Code Compliance Official David Hash opened a public hearing on Rezoning Case #2025-6 and summarized the notice and zoning issues. Wade Crowder asked for clarification about the property's location. Karissa Phillips—who had intended to speak during the Citizens to Address Council portion—was allowed to speak during the public hearing; she raised concerns about the town's homeless population, suggested owners of vacant properties consider temporary housing use, and noted student pick-up safety near South Hill Elementary School.
The property owner, Michael B. Way, was represented by an attorney who told council two dwellings currently exist on the parcel, making the R1-15 designation inaccurate; Hash outlined the differences between R1-15 and R2-16 zoning requirements. Vice Mayor Gavin Honeycutt moved to approve the rezoning; Councilor Delores Luster seconded and the motion carried unanimously.
