Clifton treasurer reports $1.31 million on hand, outlines CARES Act spending and flags election invoice

CARES Act funds: The treasurer reported $51,433 in federal COVID-19 funding received by the town as a subrecipient through Fairfax County. Of that amount, $40,000 was allocated to the Clifton Industrial Development Authority (Clifton IDA) which awarded grants to eligible town businesses; $1,666.99 was expended and $49,766.01 was deferred to FY21, leaving $9,766.01 to cover the town’s own eligible costs per the treasurer’s notes.
Expenditures and other details: The treasurer listed contract and operating expenses for July and August, including Pink House HVAC replacement costs, legal fees and COVID-19-related Zoom and attorney costs. The statement includes bank and CD balances and a profit-and-loss summary showing YTD and budget figures.
Election invoice discrepancy: The treasurer noted a Fairfax County invoice for May 19, 2020 election services appearing to total $4,283.97, a figure she described as “grossly higher than prior years,” and said she would seek clarification before the council acts further. (At the Sept. 1 meeting the council authorized payment of an updated invoice of $1,064.52; the treasurer said she would follow up if the county provides justification or if the higher figure proves to be accurate and eligible for CARES reimbursement.)
Next steps: Treasurer Barton will pursue clarification with Fairfax County about the election invoice and will report back. The council approved the treasurer’s report and the payments presented on Sept. 1.
