Clifton council appoints Lynn Screen to fill vacancy and renames town park

Mayor William (Bill) R. Hollaway moved to appoint Lynn Screen to fill the council vacancy ending June 30, 2022; the motion, seconded by Councilmember Steve Effros, was approved by roll-call: Hollaway: Aye; Effros: Aye; Regan McDonald: Aye; Darrell D. Poe: Aye; Patrick Pline: Nay. The council did not provide additional conditions in the motion.
The appointment fills the seat that had been vacant and allows Ms. Screen to serve until the term expires in mid-2022. Council members had heard statements from two candidates earlier in the meeting and discussed the qualifications of both applicants before voting.
In a separate vote, the council approved renaming the Clifton Town Park to "Harriet and William Harris Park." Mayor Hollaway moved the change, seconded by Councilmember Poe; the motion passed by roll-call with all five councilmembers voting Aye. Vice Mayor Regan McDonald said a formal dedication ceremony should be planned in the future and staff was directed to draft a resolution to memorialize the renaming.
The council’s actions were procedural votes taken during the regular electronic meeting; no further conditions or expenditures tied to the renaming were established at the Oct. 6 session. The council will consider the resolution and timing for a dedication ceremony at a later meeting.
