Galesville plan commission approves comprehensive plan survey with edits, asks MRRPC to revise goals

The City of Galesville Plan Commission voted to approve the draft Comprehensive Plan Survey Monday, asking the Mississippi River Regional Planning Commission to make several edits before the survey is finalized. The commission instructed MRRPC to add questions about brick-and-mortar public buildings (library, police department, city hall, fire department), include a question on emergency services, and remove items identified as large-scale wind projects and mining.
Bob Ristow moved to approve the survey pending those updates; Beth Sveen seconded the motion. The commission recorded a unanimous vote in favor (Ayes 7, Nays 0). No detailed roll call of individual votes was provided in the meeting record.
Commissioners also reviewed the Existing Conditions draft for the Comprehensive Plan 2025–2045 but took no formal action on that document at this meeting. During a separate review of prior plan goals, commissioners proposed several targeted edits: removal of “Development of Ridgeview Estates” (Section 1, item 4); addition of Brightspeed as a telecommunications provider (Section 4, item 6); clarification that the city may remodel or rebuild the city building at its current location or build a new building at a non-downtown location (Section 4, item 14); removal of the Phoneco museum reference because it is no longer a museum (Section 5, item 6); and removal of two items in Section 9 because those areas are city-owned (Section 9, items 4 and 5).
Representatives from the Mississippi River Regional Planning Commission, including Jack Zabrowski and Kia Kling, told the commission they will revise the plan goals to be less engineering-focused and will incorporate the commission’s requested changes. The updated goals and survey will return to the Plan Commission for further review.
The commission’s action moves the survey forward as part of work on the Comprehensive Plan 2025–2045, which sets priorities and gathers community input for the next two decades. The revised survey and updated goals are expected to appear on a future Plan Commission agenda for final review and approval.
