The City of Galesville IT Committee reviewed a draft Capitalization Plan at its Sept. 23 meeting but did not adopt the plan.
Chair Jean Seely opened the discussion of the Capitalization Plan and the committee recommended starting the fixed-asset inventory in Excel as a practical first step rather than implementing a more complex system immediately. Committee members raised questions about who will take responsibility for capital project budgeting and when those planning steps should occur.
Members outlined a review pathway for the draft: review by the Finance Committee, then review by the city auditor and city attorney, followed by presentation to the Common Council. The committee also discussed defining roles and responsibilities, including: confirming whether the City Administrator or another official will serve as the capital improvement program (CIP) coordinator; establishing a reporting cadence (for example, quarterly inventory updates and an annual CIP review); assigning backup roles to address staff turnover or absence; formally defining the committee; and documenting a RACI (responsible, accountable, consulted, informed) matrix.
The committee agreed the next step was to send the draft to Finance and the Mayor for review and feedback. No formal motion to adopt the plan was recorded and the minutes state "no action taken" on the plan during this meeting.
The meeting record shows two members present for the discussion — Chair Jean Seely and Rob Grover — with Dave Carlson absent. The committee did not set implementation dates or appropriate funding levels for the recommendations at this session. The plan will return for further review after the Finance Committee and executive review steps are completed.
