Public Safety Committee moves Monroe trunk-or-treat permit to council, sets Halloween hours

Presenter (first speaking at SEG 020) told the committee, "So in front of you is the application for their annual trunk or treat, which takes place on the inside of the square," adding the event is planned for "Sunday the 27th" from "2 to 4." The presenter also stated that "there's been no issues or concerns from the police department or fire department." The committee treated the permit as a routine safety review and moved to refer the application to the full council for final action.
The Chair (first speaking at SEG 011) called for a motion to move the permit to council; the motion was made by the presenter and seconded. After a roll call, the Chair announced the motion carried, with members present voting in the affirmative.
On a separate item, the committee considered a resolution establishing official hours for Halloween trick-or-treating in the city. The presenter said the resolution "establishes that October 31 from 5 to 8 will be the official hours for trick or treating." A committee member moved to approve the resolution, the motion was seconded, and the committee approved the measure by voice vote with members saying "aye." The Chair announced that the motion passed.
Both items were handled with little discussion and no questions recorded from the committee. The meeting concluded after members moved to adjourn.
