Monroe council approves consent agenda, festival permits and pocket-park contract; sets DOT boundary notice and shared-ride hearing

At its Oct. 17 meeting the City of Monroe Common Council approved several routine and committee-backed items.
The consent agenda passed on a council motion. The Public Safety Committee’s recommendation to permit Main Street Monroe to hold a downtown trunk-or-treat event on Oct. 27, 2024 (2–4 p.m.) was approved. The council also adopted a resolution setting city Halloween trick-or-treat hours for Oct. 31, 2024 from 5 p.m. to 8 p.m.
On finance matters the council approved a revised 2025 citywide fee schedule (effective Jan. 1, 2025); discussion clarified apparatus and emergency-response fees and confirmed that special-event fees were unchanged.
The council awarded a construction contract for the Main Street pocket park to Harmony Construction, accepting the finance committee’s recommendation.
The council also approved a resolution informing the Wisconsin Department of Transportation of adjusted urban area boundary recommendations (map exhibits were reviewed during discussion; staff emphasized the change affects planning and funding eligibility, not property ownership). Finally, the council set a public hearing for Oct. 21 to consider a proposed shared-ride fare increase and to review the sole bid received under the shared-ride RFP.
