Board approves American Reading Company summer resources; Act 20 policy timing discussed

Administrator and Director of Teaching and Learning (S6) presented a recommendation to purchase American Reading Company (ARC) classroom sets and modules to support intensive summer reading remediation for K–4 students on individualized reading plans. “The recommendation was to purchase the sets that are needed to support instruction at K–4,” S6 said, explaining summer-school logistics and the desire to maintain consistent instructional practice.
Board members asked whether the resources would rotate between summers and during the school year and whether there would be recurring costs. S6 said the purchase would provide sets available to the district long-term and that additional sets would be purchased only if section sizes increase. Staff also noted that ARC implementation at elementary levels has shown gains in reading measures, though S6 and others said full evaluation commonly takes multiple years.
Board members raised questions about Act 20 recognition and reimbursement. S6 explained the Early Literacy Council’s evaluation processes and said ARC met many DPI standards but that recognition by the Early Literacy Council can lag and may affect reimbursement eligibility under Act 20; the district is supplementing phonics gaps with UFLI where needed.
After discussion, the board moved and approved the ARC summer resources purchase. Staff said they will report back with implementation and sustainability details and will continue analyzing reimbursement options related to Act 20.
