Afton council approves de‑annexation of about 87.81 acres at west end of Second Avenue

The Afton Town Council on Oct. 11 approved Ordinance 636, authorizing the de‑annexation of approximately 87.81 acres at the west end of Second Avenue, a portion of the Legacy Village LLC Subdivision.
Councilman Jason C. Inskeep moved to pass the ordinance on third and final reading; Councilman Rick Merritt seconded and the motion carried. Mayor Joel Neuenschwander presided over the reading; Town Clerk Lisa Hokanson is listed as attesting in the ordinance record.
The ordinance cites Wyo. Stat. Ann. § 15‑1‑421 and states that the tract—described in the ordinance by section, township and range—will be returned to Lincoln County Mixed Zone and removed from the town’s municipal election precinct. The ordinance notes the owners’ consent: Bruce M. Davis and Betty B. Davis provided written consent for the de‑annexation. The council record shows the ordinance had a first reading on Aug. 9 and a second reading on Sept. 13 before the Oct. 11 third reading and passage.
