Council to negotiate with Evolution Disposal after lowest trash-hauling bid

Stephens City’s council on June 3 authorized town staff to enter negotiations with Evolution Disposal LLC after the company submitted the lowest bid for municipal waste-disposal service.
Town Manager Mike Majher reported three proposals: Evolution Disposal at $7.83 per unit per month with $3.00 for each additional can; Apple Valley Waste at $10.25 per unit per month with $6.00 per additional can; and Waste Management at $14.01 per unit per month with $1.17 per additional can. Majher said Evolution Disposal is local, and Mayor Michael A. Diaz noted positive local experience with the company.
Councilwoman Regina Swygert-Smith moved to authorize staff to negotiate a contract with Evolution Disposal LLC; the motion passed on the council’s roll call (L. Fravel absent; P. Fravel, Smith, Swygert-Smith, Woodruff voting aye). The council asked whether recycling had been bid; Majher said the vendors did not submit recycling bids and a separate procurement would be required.
Majher also noted prior problems with Waste Management, saying the town ordered over 100 cans from Waste Management in August that were never received and that the company refused to pick up calls; no formal complaint filed in the minutes. Negotiations with Evolution Disposal will proceed to draft contract terms, including replacement of old trash bins by Waste Management as the town transitions vendors.
