Council hears storage-container amendment but takes no action after businesses comply

Stephens City held a public hearing June 3 on a proposed amendment to Town Code Chapter 23 to permit storage containers in commercial zoning districts, but no ordinance action was taken after town staff reported that affected businesses agreed to convert containers to buildings.
Resident Diann Coulson asked for an explanation of the amendment. Town Manager Mike Majher said the draft amendment was prepared in response to complaints from business owners. Majher told the council the businesses subsequently agreed to convert their storage containers into buildings, making the change unnecessary at this time.
Councilwoman Regina Swygert-Smith asked whether the council could revisit the amendment if future needs arise. Town Attorney Dave Griffin responded that the amendment could be brought back before the council.
The Ordinance Committee discussed the same matter and reported the issue as resolved; Council scheduled a separate public hearing on a Chapter 17 update for July 1, 2025 to address other code changes.
