Stephens City council adopts 8% water and sewer rate increase

The council moved the ordinance through two readings that night. The clerk read the ordinance title amending Chapter 22, Sections 22-101 and 22-102 of the Stephens City Town Code. Councilman P. Fravel moved to accept the first reading; Councilwoman Regina Swygert-Smith moved and the council accepted the second reading. Roll-call votes recorded L. Fravel absent; P. Fravel, Smith, Swygert-Smith and Woodruff voting aye on both readings.
The council presented the measure as a pass-through tied to the water supplier rather than a standalone Town revenue increase. No changes to the effective date or implementation schedule were stated in the meeting minutes. The council did not discuss exemptions or hardship provisions at the public hearing.
The ordinance now awaits the town clerk’s processing per municipal procedure; council members did not attach further amendments during the June 3 action.
