Afton council raises sewer rates, funds hill-climb, approves plat and school MOU

The Afton Town Council on Feb. 14 approved a sewer-rate increase effective March 1, authorized $3,000 to the Star Valley Ridge Riders for a Feb. hill-climb, approved a simple subdivision plat for Feathered Hook and signed a memorandum with the Lincoln County School District. One councilor abstained on the MOU vote.
The Afton Town Council on Feb. 14 voted to raise monthly sewer rates, allocate funding for a hill-climb event and approve a subdivision plat and an intergovernmental facilities agreement.
Mayor Joel Neuenschwander presented Resolution 2017-02, which increases the monthly sewer charge from $8.34 to $12.00 for residential and commercial accounts and sets a hotel/motel/RV-park rate at $12.00 plus $5.00 per unit per month; the increase takes effect March 1, 2017. Councilman Jason C. Inskeep moved to pass the resolution and Councilman Rick Merritt seconded; the motion carried.
Steve Rich, representing the Star Valley Ridge Riders, told the council the Forest Service had issued a permit for a hill-climb event scheduled Feb. 17–19, 2017 and requested $3,000 in town funding as in prior years. Councilman Inskeep moved to fund the event; Councilman Tom Davis seconded and the motion carried.
The council approved a simple subdivision and boundary adjustment for Feathered Hook of Jackson Hole, LLC after Planning & Zoning recommended signing a plat that consolidates two parcels to resolve title-versus-possession conflicts. Marlowe Scherbel presented the plat and Councilman Inskeep moved to accept the Planning & Zoning Board recommendation; Councilman Merritt seconded and the motion carried.
Town Administrator Jonathan Teichert presented a memorandum of understanding with the Lincoln County School District that allows reciprocal use of facilities; the district agreed to allow youth-only use of its facilities at no charge. Councilman Merritt moved to approve the MOU and authorize the mayor to sign; Councilman Tom Davis seconded. Councilman Inskeep abstained from the motion; the motion carried.
The council also approved its consent agenda, including minutes from Jan. 10, business licenses and building permits for January, and bills through Jan. 31, 2017. A detailed list of vendors and payroll was entered into the record.
The council discussed operational items including upcoming maintenance building construction at the Jefferson Street lot, recurring snow slides in Swift Creek Canyon and proposed streetlights and hydrants tied to subdivisions. The meeting adjourned at 7:25 p.m.; the next regular meeting is scheduled for March 14, 2017, at 5:00 p.m. at Afton Town Hall.
