Afton council authorizes notice of award for South Afton waterline to Kilroy LLC

Jason Linford of Sunrise Engineering told the council that bids for the waterline had been received, that a 30‑foot utility easement has been secured, and that awarding the contract would allow the town to proceed. Hyun Kim, the town administrator, presented Kilroy as the low bidder and confirmed that affected property owners had granted access and utility easements.
Councilman Bill Hoopes moved to authorize the notice of award and to record the access and utility easements; Councilman Jason C. Inskeep seconded the motion. Councilman Jerry Hansen abstained due to a potential conflict of interest. The motion carried.
Linford also briefed the council on related transportation and pedestrian work: the town’s application for the WYDOT Transportation Alternatives Program, intended to improve pedestrian accessibility, has been submitted, and a Hospital Lane resurfacing project was discussed as a separate pavement improvement need. The council did not set specific construction dates during the meeting.
The council’s approval of the notice of award authorizes staff to finalize contract documentation and record easements so work can begin under the terms of the awarded contract.
