Afton council approves staff and board appointments, passes Highway 89 maintenance resolution

The Afton Town Council on Jan. 10 approved a slate of town staff and board appointments and passed Resolution 2017-01 regarding maintenance and financial assistance for Highway 89.
Mayor Joel Neuenschwander presented recommended appointments for town staff — including Jonathan Teichert as town administrator and Larry Lancaster as director of public utilities — which the council approved on a motion by Councilman Jason C. Inskeep, seconded by Councilman Rick Merritt. The council also approved membership rosters for the Utility Board, Heritage Committee, Airport Board, Public Health Board, Tourism Promotion Board, Planning & Zoning Board and Golf Board.
Neuenschwander then presented Resolution 2017-01, described in the meeting as a measure concerning maintenance and financial assistance from the Transportation Commission of Wyoming for Highway 89 in Afton. The council voted to adopt the resolution after a motion by Inskeep and second by Merritt.
Town Attorney Dale Cottam briefed the council on a separate proposed sewer-rate resolution that auditors flagged after identifying a shortfall in the sewer fund; the utility board had previously approved raising the monthly sewer rate to $12.00 to begin building a reserve. Cottam said the council will continue review and consider the proposed rate change at its Feb. 14, 2017 meeting.
The meeting also included routine items: approval of the consent agenda and the town’s bills and payroll, announcements about a Jan. 17 North Lincoln County Human Resource Council meeting and Summer Craze planning, and official publication of employee salary information as required by Wyoming Statutes 15-1-110. The council adjourned at 7:25 p.m.; the next meeting is Feb. 14, 2017 at 5:00 p.m.
