Park, charitable and committee reports; local government study recommends no change; water and public safety updates

The Nov. 10 council meeting included routine reports from boards, committees and departments.
Park District Board member Corey Theis reported that pool lining has been installed and the pool is covered for the season; coping tiles are scheduled for installation next spring. Kaylie Theis, reporting for the Sheridan Community Charitable Foundation, said the Christmas Stroll is set for Friday, Dec. 5, from 5:00 to 8:00 p.m., with a parade at 6:00 p.m., food, desserts, face painting and a visit from Santa; monthly bingo fundraisers continue.
Mayor Stump and Council Member Jan Bowey summarized the Zoning Committee’s first reading; Bowey asked that discussion of the Zoning Commission’s role after adoption be placed on the December council agenda. Doris Fischer reported that the Local Government Study Commission concluded its work and recommended no change to the Town government structure, so nothing will be placed on next year’s ballot; the commission used 44% of the $18,000 allocated funds and will return the remainder to the general fund. Fischer said a written report will be available at Town Hall and the library next week and a summary will appear in the Madisonian.
Department reports included a library update on increased usage and fundraising activities, and Rural Fire Chief Jeff Gerth reported no in‑town calls but said the department responded to a rural structure fire, a downed power line, two smoke incidents and one alarm. Public Works Director Curtis Green reported that pipeline has been installed for well #7 and bacteria testing is underway; well #5 needs refurbishment; crews are working on the bore under the highway for three new water service lines to the former Schulz Ranch property and on a water looping project on Madison and Washington Streets, alongside routine road repairs and alley grading. The Clerk/Treasurer position(s) remain unfilled and no clerk report was given.
Council Member Diane Kaatz said the first reading of the zoning document had gone well. Council Member Tamara Todd reported receiving emails about a potential Town/School property swap. Jan Bowey reported messages asking about the Town’s contract with the Rural Fire Department and recommended the Town verify it is meeting its obligations. Mayor Stump said he has 28 working days left in his term and plans to swear in Mayor‑elect Brandy Tudor at the December meeting so she can assume office on Jan. 1. The meeting adjourned at 8:20 p.m.
