Council members received an update on the Main Street Streetscape Phase II project and approved payment of a J2 Engineers invoice for $3,575.05.
Chair Yantis summarized recent work with VDOT and utility companies: roadway construction plans have been circulated (60 days), the utility duct‑bank submission is under review, and VDOT provided resolutions to outstanding comments after a February 19 meeting. The Chair noted that one originally planned parking space has been eliminated in the revised drawings but that the team is seeking expedited approvals. Draft utility agreements with NOVEC, Verizon and Cox are in process and will be shared with the Council for approval; Chair Yantis indicated that Verizon typically contracts directly with the contractor and that finalization of easement documents is expected.
Council approved the J2 invoice by roll call (all Aye). Project managers provided a project update memo indicating final drawings and easement documents were expected by March 7 and that special meetings may be needed to approve easements and agreements so the project can proceed to advertisement.
