Dominion’s materials say the work replaces conductor and rebuilds supporting structures within the existing right-of-way, with no new ROW required, and includes equipment updates at the Clifton substation. The presentation timeline shows pre-construction notifications and forestry work beginning in mid-2024, transmission-line construction starting in mid-September 2024, construction reaching Manassas Park in spring 2025, overall construction completion in December 2025, and restoration of impacted areas in early 2026.
Council members sought more specific dates and raised concerns about large trucks and low-boy trailers that have in the past gotten stuck turning from Main Street onto Clifton Creek Drive near the substation, causing long traffic blockages. Councilmember Lynn Screen asked Dominion to consider alternate routing or advance planning for transport; Dominion requested the Town email a map and details so the project manager can adjust logistics locally. The Council also asked Dominion to post the presentation on the town website and to provide residents with the project web resources and a contact email and phone number.
Dominion directed residents to online resources, including a project page and a virtual open house, and provided contact details for questions. Town staff and Council members emphasized the need to coordinate on heavy-equipment transport to minimize downtown traffic disruptions.
