Clifton Council approves easement offer, advances Main Street duct-bank and Streetscape work

The Clifton Town Council on April 1 approved forwarding a formal easement offer to the owner of 7144 Main Street and received progress updates on the Main Street Streetscape project and associated duct-bank construction.
Councilmember Steve Effros and Streetscape Chair Yantis reported that the project team has completed easement documentation and forwarded it for legal review; the offer package for 7144 Main Street is prepared and requires the mayor’s signature to present an offer to the property owner. Council voted 6-0 to approve sending the offer as drafted.
Project managers said the engineering Signature Set was submitted to VDOT in March and that VDOT requested the Town purchase nutrient credits and remove one parking space adjacent to 7150 Main Street to meet design requirements. The team described the duct bank as a buried conduit system that will carry utility cables; each utility will own its conduit and the Town will not maintain the conduits in VDOT right-of-way. Construction of the duct bank is anticipated to begin within roughly three months, with the duct bank work framed as a shorter, less invasive test run ahead of full Phase 2 Streetscape construction.
Verizon has responded and requested cost estimates to compare to the consultant’s figures; the consultant expects Verizon might perform its own estimate or do work “in kind,” though the team said an in-kind arrangement is unlikely given the project's complexity. The council asked for early communications with businesses and property owners to develop ingress/egress plans and minimize disruptions during construction.
The Town also reported ongoing coordination with Norfolk Southern Railroad, NOVEC and Cox, and said some right-of-way and permit items remain under review. Project managers listed next steps as final VDOT approvals, executed easements, final utility agreements and advertising for construction bids.
The council did not approve construction contracts at the meeting; the vote authorized presenting the easement offer to the 7144 Main Street owner and continued the project’s preparatory work.
