Clifton clears NOVEC memorandum and moves streetscape project toward June bid opening

The Town’s Streetscape Phase II project moved forward at the May 5 meeting when the council approved a memorandum of understanding with Northern Virginia Electric Cooperative (NOVEC), subject to any minor final edits from the Legal Committee.
Special Projects managers Susan and Geri Yantis said the project was advertised and that the bid due date is June 25, 2026. They reported that all easements have been recorded and that the Town is finalizing utility coordination; the project requires utility relocations and a duct bank construction that will also involve Verizon and Cox Communications. The project documents list federal-aid project numbers and VDOT coordination for main-street improvements (project CLFT-029-101, UPCs 109949 and 126584).
The proposed NOVEC MOU outlines that the Town’s contractor will construct a duct bank and that NOVEC will be responsible for relocating aerial facilities underground once Phase I is complete; the MOU assigns phases of work and clarifies cost responsibilities, maintenance obligations and certification steps. Mayor Lynn Screen moved to approve the NOVEC agreement as drafted, pending any final legal edits, and the motion passed by poll 6–0.
Council members noted the June 25 bid opening and said they will discuss funding scenarios at the next meeting to ensure readiness if additional funds are needed during the procurement and bid-evaluation period.
