Commission approves SCS contract, authorizes up to $7.5 million for Fieldhouse Plaza

The Greenwood Redevelopment Commission voted to award the Fieldhouse Plaza construction contract to SCS and authorized aggregate spending of up to $7.5 million, with the commission’s net expected exposure reduced by a $1.5 million IEDC REDI 2 grant.
Kevin, the presenter for the project, said SCS submitted the low and responsive bid at $6,895,000. He told commissioners that the RDC would be the contracting agency and that the project includes a pavilion, a children’s climbing structure, provisions for an ice surface in winter and other public‑space amenities integrated with the Fieldhouse. "The bid came back at $6,895,000," Kevin said, and the authorization request of $7.5 million included a contingency to cover unforeseen costs.
Commissioners expressed a preference to review the final contract form before signing. In response, the commission approved the award conditionally: the motion authorized awarding the contract to SCS, specified the award amount, and directed that the contract form be distributed to commissioners and reviewed by legal; the president of the RDC was authorized to sign once members and legal cleared the document. The motion passed on a roll call vote.
Kevin noted the project’s timeline will allow work to begin in August and that the RDC’s net spend would be approximately $6,000,000 after the anticipated IEDC reimbursement. Commissioners also requested a copy of the contract packet and legal review prior to final execution.
The commission’s approval does not change the requirement that legal complete the final contract packet and that the president sign after members have an opportunity to review it.
