Council approves resolution supporting Business Ready application, authorizes land-purchase negotiation and publishes salaries

Mayor Joel Neuenschwander presented Resolution 2016-06 on July 12, supporting submission of an application to the Business Ready Community Program by the Lincoln County Economic Development Joint Powers Board. Town Administrator Hyun Kim said the resolution would not obligate the Town financially. The council approved the resolution; Councilmen Jason C. Inskeep and Rick Merritt were recorded as voting nay and the Mayor voted in favor. The minutes do not list a full roll-call tally for the remaining council members.
Later in the meeting the council discussed purchasing property from Lincoln County (approximately 20 acres west of Allred Road) so the town can build a sewer facility in the future. At the call of the Mayor, Councilman Jerry Hansen moved to authorize the Mayor to negotiate and submit an offer to the County to purchase the land and present the offer to the Council for final approval; Councilman Bill Hoopes seconded and the motion carried.
Councilmembers also asked Town Administrator Hyun Kim to work with Town Attorney Spencer Allred on a review and potential renegotiation of franchise agreements and on discussing burying utilities for aesthetic and safety reasons. At 7:20 p.m. the council entered executive session to discuss legal and personnel matters and reconvened at 9:00 p.m.; no action was taken in the executive session. In accordance with Wyoming Statutes §15-1-110 the council published gross monthly salaries for chief administrative officials, department heads and full-time employees in the meeting minutes.
