Afton council advances FY2017/18 budget work, approves multiple zoning ordinances and routine actions

On April 11, 2017 the Afton Town Council advanced the town's FY2017/18 budget process, set a $200,000 annual roads allocation and approved several zoning ordinances and administrative motions, including a $46,059.51 payment for a new maintenance storage building.
Afton Town Council members met April 11 and moved forward on the town's fiscal and land-use priorities while approving routine administrative items.
Town Administrator Jonathan Teichert presented financial statements through March 31, 2017, and introduced a county resolution related to the Lincoln County Region 4 Mitigation Plan. Councilman Jason C. Inskeep moved to authorize Mayor Joel Neuenschwander to sign the resolution on behalf of the town; Councilman Rick Merritt seconded the motion and it carried. Teichert also presented an employee insurance renewal application; the council approved renewing coverage with WEBT with no rate changes, on a motion by Inskeep and second by Merritt.
Director of Public Works Joshua Peavler told the council he has been placing gravel along town roadways and private approaches to reduce deterioration and estimated the cost at about $440 per block. Council members agreed to budget $200,000 in the upcoming fiscal year for road repairs and replacement.
On ordinance business, the council passed Ordinance 637 on second reading to rezone portions of Haderlie Fourth Addition to single-family residential and passed Ordinance 638 on second reading to repeal and replace Title II, Chapter 14 of the town code governing the Afton Cemetery Department. The council passed Ordinance 639 on first reading, the annual appropriation ordinance for July 1, 2017–June 30, 2018, and passed Ordinance 640 on first reading to rezone Lot 3 of the Burton Twinhome Addition from R-3 (Mixed Residential) to General Commercial District.
The council approved two planning-related applications recommended by the Afton Planning & Zoning Board: a lot division for Laurel Rich Roberts (approved with conditions including a will-serve letter for water and sewer and a two-year deadline to file the final plat) and a simple subdivision for the Von S. Titensor Revocable Trust (approved by P&Z contingent on the council's rezone approval and with utility-connection conditions). Town staff noted a developer's agreement for the Haderlie minor subdivision is still being revised and will be brought back for final approval at the May council meeting.
The council also authorized reassignment of consensus block grant funding for the Town of Opal and for Afton; both motions were moved by Councilman Inskeep, seconded by Councilman Merritt and carried. The council approved a payment request to Munger Mountain Construction for $46,059.51 for work on the new maintenance storage building.
The meeting included the standard consent agenda approval (minutes, business licenses and building permits for March, and bills for the period ending March 31, 2017). The council adjourned at 8:05 p.m.; the next regular meeting is scheduled for May 9, 2017, at 5:00 p.m.
