Afton council approves WYDOT grant application and temporary repairs for Warrior Way

Mayor Joel Neuenschwander and the Afton Town Council voted July 12 to submit an application to the Wyoming Department of Transportation Transportation Alternatives Program to fund pedestrian-access improvements across the municipality, including repair work on Warrior Way.
Jason Linford of Sunrise Engineering told the council the South Afton Waterline Extension project is being advertised (bids open July 20, 2016) and reviewed options and costs for improving pedestrian access and roadway repairs. Linford recommended seeking WYDOT funding to expand pedestrian accessibility to Afton Elementary School and other locations; the council voted to include Warrior Way repair costs in the application.
Councilman Jerry Hansen moved to pass Resolution 2016-05 authorizing the Mayor to sign the grant application; Councilman Jason C. Inskeep seconded the motion and the council carried it. At the same meeting the council authorized temporary expenditures to repair Warrior Way until grant funding can be secured. The motion included direction to contact the affected landowner to trim trees that reduce sign visibility and to ask the Lincoln County School District to enforce a crosswalk because of bus and pedestrian traffic concerns.
Town Administrator Hyun Kim told the council the Town will require sealed bids for the eventual Warrior Way project and that prior informal quotes had been disregarded. Linford said the waterline project has a final completion date of no later than Sept. 16, 2016.
The council did not set a final dollar amount for the temporary repairs at the meeting; council members said staff should pursue grant opportunities before committing to major capital expenditures.
