West Boggs Park to add office manager; longevity and overtime proposals tabled

West Boggs Park Superintendent Natham Rihm asked the Daviess County Commissioners on June 23 to approve a new office manager position and to consider policy changes for longevity pay and an hourly accrual policy.
Rihm said he had generated revenue and efficiencies—rewritten leases, gate-system changes, reduced seasonal discounts and higher landowner fees—that produced "hundreds of thousands of dollars" available to cover a new office manager. "I am not asking for more money, they have enough money in their budget to pay the new office position," Rihm told the board. Commissioners approved the new office manager position unanimously; the motion was made by TC Cook and seconded by Michael Keith.
Rihm also raised two policy items: he asked the board to allow West Boggs to prorate longevity pay when employees retire mid-year rather than requiring a full calendar year of service; and he proposed an hourly accrual policy allowing staff who work more than 86 hours in two weeks during April–October to bank up to 80 hours for winter use. Commissioners expressed concern that salaried employees elsewhere would not receive equivalent payouts and tabled both policy items to the July 14 meeting for further review.
During public comment a representative of Highway Huskey LLC suggested using steel furnace slag to strengthen asphalt and improve traction; commissioners asked that the company leave materials for Highway Supervisor Chris Winkler to review.
Why it matters: The park approved a funded office position without asking for additional county general-fund support, while policy proposals that could affect pay equity across county departments will return for additional consideration.
