Council hears first reading of electric‑motorcycle ordinance to restrict sidewalk and trail use

The Enumclaw City Council on June 22 heard the first reading of Ordinance No. 2839, a proposed municipal code chapter to regulate electric motorcycles.
A police staff representative told the council that high‑powered electric motorcycles and dirt‑bike style electric vehicles have been frequently operated on streets, sidewalks and trails, creating ambiguities for enforcement. The staff report said the current Enumclaw Municipal Code does not clearly distinguish electric motorcycles from electric bicycles and mopeds and that recent state legislation has prompted municipalities to define vehicle categories while the Department of Licensing develops state rules.
The proposed ordinance would define electric motorcycles by power output, speed capability and design; prohibit operation on sidewalks, parks and multi‑use trails unless specifically authorized; require helmets and lighting consistent with state law; require a valid driver's license for roadway operation where appropriate; and establish enforcement options including warnings, citations and vehicle impoundment for repeat or egregious violations. Staff said the city's attorney reviewed the draft language to avoid conflict with state law.
This was a first reading; council may propose edits during the second reading and before final adoption. Councilmembers were reminded that the Department of Licensing work group under recent state legislation has a due date for state rulemaking in October 2027, which staff said informed the timing and scope of local regulation.
