Iowa PCA outlines behavioral‑health redesign, navigation services for rural District 4

Brenda Wachter, district leader for District 4 of the Iowa Primary Care Association, briefed the Mills County Board on July 7 about the statewide behavioral health redesign that consolidated 11 regions into seven districts in July 2025.
Wachter said the redesign aims to equalize access across regions while recognizing that services must look different in Des Moines versus Glenwood. She described a district‑based system navigation team—six navigators, a lead navigator and district staff—who provide a closed‑loop handoff to help residents access services and connect to local providers. People in crisis can call the Your Life Iowa 800 hotline; navigators can then provide a warm handoff to local supports and, when appropriate, to telehealth or DAP (Disability and Advocate Programs) partners.
Wachter said District 4 retains contracts carried forward for steady state in FY26 and FY27 while data about service gaps are collected and analyzed. She noted Iowa PCA-funded telehealth services for jails and two school telehealth vendors (Classroom Clinic and Hazel Health) as ways to increase access in rural areas.
Supervisors asked about staffing and coverage across a geographically large district; Wachter acknowledged staffing challenges and said District 4 is working with the DAP system and local partners to coordinate coverage and fill gaps. She offered to share district staffing numbers and additional data with the board.
Wachter left flyers and business cards and encouraged local providers and residents to contact her with questions or concerns.
