Maplewood council reviews revised flag display policy, previews resolution on constitutional rights

Mayor Greenberg convened the Maplewood City Council work session on Nov. 11, 2025, and opened a brief discussion of a revised flag display policy drafted by the city attorney and staff.
Council member Homa thanked legal counsel and said she liked the document’s clearer, more transparent language. “I think it looks good,” Homa said. Several council members echoed that appreciation and praised staff for translating prior conversations into a written policy that allows for public input at an annual review.
The council then moved to a draft resolution on constitutional rights and community trust. Council members, including Homa, thanked legal counsel for producing language that the members said put the city’s values on record while “keeping us reined in legally,” as Council member Homa put it. Mayor Greenberg said this was a resolution he wanted to read in full rather than present only by title.
No formal votes were taken on either the flag policy or the resolution during the work session. Council members stressed that the policies and resolution were intended to reflect community values while remaining within legal limits described by staff.
The mayor adjourned the work session and announced the council would reconvene at 7:00 p.m. for the regular meeting.
