Transfer station winter bag problems and planning steps highlighted in Lancaster updates

At the Jan. 6 Lancaster Select Board meeting, Transfer Station Supervisor Rusty Scott reported that the first week with the town’s new hauler went smoothly but that recycled-plastic curbside bags become less flexible in cold weather. Scott said his preliminary review shows problem bags tend to exceed the 30-pound curbside limit and that he will provide a spreadsheet of findings at the next meeting. Selectman Kathy-Jean Lavoie asked about the town policy limiting curbside bags to 30 pounds; Scott said Wayn-o’s will enforce the limit and leave noncompliant bags at the curb.
Land Use Coordinator Robin Irving said she completed a USDA application for a storage-tank project and will follow the required public hearing process before submitting it. Irving also reported she has quotes for a cruiser and equipment grant, is training staff member Kailey to help prepare planning board cases, and confirmed staff submitted ARPA paperwork by the end of the year.
On the Davidge agreement, Cyr and Selectman Beattie reviewed a 2004 survey plan for two parcels; Cyr said there will be no cost to the town. Irving noted RSA 41:14 requires planning board and conservation commission recommendations before the board can act; she will take the item to both bodies and the Select Board moved signing to the next meeting so recommendations can be received and discussed at Town Meeting.
In public comment, resident Alan Savage complained that Mr. Davidge did not trim hedges as previously agreed and asked that a hedge on Pleasant Valley Road be addressed. Rob Christie asked that the town reinstate older GIS range maps, inquired about the status of a small-claims court case involving Troy Merner, and noted the library’s online sale policy splits proceeds 50/50 with the forum used to host sales. Cyr said the Snapchat-related incident at the elementary school was investigated and found to be unfounded but that Lieutenant Matthews was stationed at the school as a precaution.
Robin Irving and staff will return with the USDA application public-hearing information and Scott will bring his spreadsheet on curbside-bag issues to the next Select Board meeting.
