Pulaski County Fiscal Court approved a memorandum of understanding for the county park trail system after a volunteer representative explained the group's role and how donated fees would be tracked.
Josh, introduced as a representative of the Lake Carmel Trail volunteer group, told the court volunteers do most trail maintenance and do not "stand to really gain a lot monetarily" from event fees. Using a worked example, Josh said a 200-participant race charging $50 would create $10,000 in gross fees and that the volunteer group's share under the MOU would be about $500, which Josh said would not cover volunteer maintenance costs.
The MOU includes an annual audit provision (referenced on page 3, section f of the draft agreement) to provide transparency about how money collected for trail use or events would be distributed and spent. The court approved the MOU and the audit requirement by voice vote.
What happens next: county staff will finalize the MOU and record the agreement so trail groups and event organizers can follow the established fee and reporting procedures.
