Town Attorney outlines proposed revisions to Landover Hills charter

Town Attorney Karen Ruff gave a section-by-section briefing on proposed revisions to the Landover Hills Town Charter during the Oct. 7 workshop.
Ruff said Section 101 (Corporate Name) would remain unchanged. She reported Section 201 (Record of Corporate Boundaries) will be repealed and re-enacted, Section 202 (Corporate Boundary Descriptions) will be repealed, and Section 203 (Ward Boundary Descriptions) would be set by ordinance. Ruff said Section 301 (Composition) will be repealed and re-enacted; Section 302 will be renumbered with additions and deletions; Section 303 (Remuneration) has no proposed changes; Section 304 (Powers and Duties) contains multiple deletions and additions; Section 305 (Vacancies) will remain unchanged; and Section 306 (Removal from Office) will include an addition to Section A referencing the Maryland Constitution, Article 15. She noted modest wording changes in Sections 307–311 and said she is still drafting the remaining sections and will present more updates at the Nov. 18 Town Council meeting.
The review is preliminary and framed as a work in progress; Ruff advised the Mayor and Council that additional edits and the remaining sections will be available for the Nov. 18 meeting so the Council can consider next steps and any required public notices or hearings.
