The Landover Hills Town Council voted unanimously Sept. 23 to shift payments for a shopping-center façade-renovation program from ARPA funds into the town’s investment account, a move council leaders said will allow the town to contract directly with a property manager for uniform façade changes.
Town Manager Rommel Pazmino told the council the change would let payments go to the property manager from the town budget rather than directly from ARPA; he reminded members that ARPA funds “must be allocated by the end of December and paid out by December 2026.” On a motion by Councilmember Mike Walker, seconded by Councilmember Glenda Johnson, the council voted aye to direct the town manager, in consultation with the Town Attorney and the ARPA attorney, to prepare the proper resolution to effect the change.
The vote came during the council’s unfinished-business discussion of ARPA obligations and a proposed façade program. Pazmino said moving the payment source would allow the town to control uniform appearance changes across the shopping center and still meet federal ARPA deadlines. The council did not specify an amount to be transferred; the motion and roll-call vote record in the meeting minutes show unanimous support from the six members present.

Pazmino said staff will work with legal counsel to ensure the transfer complies with ARPA requirements. The minutes do not list the transfer amount or a specific date for bringing the resolution back to the council. The council scheduled its next November meeting for Nov. 18 because of election-related scheduling.
