Staff recommended awarding a construction contract to NHERI Construction to rehabilitate three of the city's 72 lift stations to address capacity and condition shortfalls. The scope includes bringing facilities up to current standards, installing SCADA, adding a generator at the Riverstone Ranch lift station, and performing bypass pumping to maintain operations during construction.
The city received two bids; the low bid—recommended for award—was approximately 4.1% above the engineer’s estimate. Councilmember McKay asked about the bid spread between the low and high bidders; staff said the engineer's estimate was in line with the low bid and that the second bidder’s higher price explained the spread. The council approved the award to NHERI Construction by a 7–0 vote.
