The Lunenburg County Board of Supervisors on April 9 unanimously approved a resolution opposing proposed state legislation (HB 1263 and SB 378) that would mandate collective bargaining for local governments.
County Attorney Frank Rennie presented the resolution, which argues that mandatory collective bargaining would remove local option, create unfunded mandates and administrative burdens, and could generate unpredictable fiscal obligations through arbitration and expanded dispute resolution processes. The resolution notes that Virginia localities vary widely in population and resources and urges the Governor and General Assembly to preserve local authority over workforce and labor relations.
Supervisor T. Wayne Hoover moved to approve the resolution; Supervisor Frank W. Bacon seconded the motion and the board approved it by roll call. The Clerk of the Board was directed to transmit the resolution to the Governor and members of the Virginia General Assembly.
