Committee advances Jack Carr tradesman scholarship guidelines to council

Manager Tyler introduced draft guidelines for the Jack Carr tradesman scholarship at the Nov. 13 meeting, saying the scholarship was an initiative the late former Mayor Tarr had wanted established.
"This is a scholarship that former mayor Tarr wanted to establish," Tyler said, outlining eligible fields that include electrical, automotive, marine mechanics, welding, HVAC, plumbing and pipe fitting, construction trades, steel fabrication, masonry and sheet metal.
Tyler proposed that the town’s existing scholarship committee — which has consisted of town employees in recent years — administer the award and that a member of Jack Carr’s family sit on the selection panel. A committee member asked that application contact information be made available to high school guidance counselors so students can apply; Tyler confirmed the administration would coordinate with school counselors to include the scholarship on the standard application packet.
The Chair noted the scholarship is well funded following Carr’s recent passing and said there would be no immediate detriment to town finances. The committee moved to forward the guidelines to counsel/council for review and next steps; the motion was seconded and approved.
The committee asked staff to continue refining the selection process and to return the recommended application materials for council consideration.
