Hawarden council approves tax abatement for Hawarden Eye Clinic, OKs alcohol license transfer

Hawarden City Council on Wednesday approved a tax abatement for Be Holdings LLC to support the Hawarden Eye Clinic and cleared an alcohol license transfer to the Hawarden Community Center for an event on March 21, 2026.

Resolution 2026-97, the tax abatement for Be Holdings LLC (Hawarden Eye Clinic), was moved by Council Member Klocke and seconded by Council Member Allen. The council voted unanimously to adopt the resolution; Council Members Allen, Bouza, Klocke, Schelling and Warner voted aye.

The council also approved an alcohol license transfer from the golf course to the Hawarden Community Center for March 21. The consent-agenda motion was moved by Council Member Allen, seconded by Council Member Bouza, and passed 5-0.

Earlier in the meeting the council approved the Feb. 25, 2026 regular meeting minutes on a motion by Council Member Allen, seconded by Council Member Warner; that motion passed 5-0. The council approved the March 11 claims for payment on a motion from Council Member Schelling, seconded by Council Member Klocke; four members voted aye (Bouza, Klocke, Schelling, Warner) and Council Member Allen abstained, resulting in the motion carrying with a 4-0 tally and one abstention.

A resident offered public comment raising concerns about zoning procedures, a police report and economic development; the minutes note the comment but do not record a staff response or specific follow-up action. Mayor Larry Gregg reported no news and staff provided unspecified staff reports.

The agenda included a FY27 budget work session led by Travis Waterman, public works director; the minutes list the item as "Any remaining discussion" but do not record substantive budget figures or decisions.
