Hawarden council adopts FY2027 budget, approves landfill fee and advances water-rate ordinance

The Hawarden City Council adopted the city’s FY2027 budget on April 22 and approved a series of related measures, including a landfill gate fee and the advancement of a water-rate ordinance to public hearing.
At the meeting Mayor Larry Gregg opened the budget hearing and recorded that no members of the public spoke. Council Member Klocke moved to adopt Resolution 2026-13 approving the FY2027 budget; Council Member Warner seconded the motion and the roll-call vote was 5-0 in favor.
Council also considered and adopted Resolution 2026-12 establishing a landfill gate fee. Council Member Allen moved the resolution, Council Member Schelling seconded it, and the motion carried 5-0.
On water rates, Public Works Director Travis Waterman presented Ordinance 763, which would amend the city’s water rates. Council approved the ordinance on first reading and set a public hearing to receive public comment; Council Member Allen moved the first-reading approval and the roll-call votes recorded were unanimously in favor. A separate motion to set the public hearing for Ordinance 763 passed 5-0.
The council approved the April 22 claims for payment by motion of Council Member Klocke, seconded by Bouza; Council Member Allen recorded an abstention on that vote. The vendor register and check list were placed in the meeting record.
No additional fiscal details (for example, the FY2027 total budget amount or the landfill gate fee dollar amount) were included in the minutes and were recorded as “not specified” in the meeting record. The council scheduled the next regular meeting for May 13, 2026.
