Jonathan Windy Boy led questioning; Heidi DeRoche, tribal relations manager at DPHHS, and Kathy Deserly, American Indian Child & Family Program Officer at DPHHS, described public-health and tribal services interfaces. Patrick Cates, senior manager of special education at OPI, discussed educational impacts and potential study components.
A public commenter, Lance Four Star of Wolf Point, spoke during the public-comment period. Committee members asked about cross-agency data sharing, service coordination and whether the study would produce policy recommendations or focus on data collection. No final vote on SJR 29 was recorded at the meeting; the committee requested additional information and follow-up from the agencies.
