Development committee approves mitigation‑credit purchase, sets public hearing to consider abandoning Morris Callaway Road

The Development Planning Services Committee on July 14 approved several planning and transportation actions, including a purchase of mitigation credits for the Herb Farm Road project, acceptance of a GDOT safety grant, and a directive to hold a public hearing on abandoning a portion of Morris Callaway Road.
Stockter told the committee staff had identified available credits from Tennessee Swamp Bank and Yan Yam Grama Mitigation Bank needed to secure a core permit for the Herb Farm Road project. "These total up to $270,365," Stockter said, and staff recommended using House Bill 170 funds to cover the purchase. Stockter said the credits include 0.64 wetland credits and 1,761 stream mitigation credits.
On Resolution 26‑16, Stockter described a roughly 1,200‑foot section of Morris Callaway Road that was established in 1964, currently serves no residences and dead‑ends. "Currently this road ... does not have any residents that live off of it," Stockter said. He said Kinetic Infrastructure Solutions owns the surrounding parcels and that abandoning the road would make their property contiguous. The resolution directs staff to advertise and hold a public hearing; the committee authorized staff to do so and the matter will return for public comment and a future board decision.
Stockter also presented acceptance of a 2026 LMIG safety action plan grant to fund sign replacement, striping and raised pavement markers; staff stated the county’s share would be $52,085 and recommended acceptance. The committee moved these items to consent and recorded motions and seconds.
Development services staff separately recommended approval of an on‑premise beverage license for Mendoza Mexican Grill LLC at 508 Oxbow Drive and planning staff recommended approval of two easement encroachment requests; those items were also moved to consent.
