St. Joseph County commissioners approve multiple highway materials bids and renew 911 call‑processing subscription

The St. Joseph County Board of Commissioners approved several routine procurement items and a public‑safety software renewal at its July 14 meeting.
Skye Meaders of the Department of Infrastructure, Planning and Growth recommended awarding the 2026 annual guardrail materials bid to La Porte Construction and asked the board to approve. Meaders also presented bids for bituminous patching, liquid bituminous materials and miscellaneous aggregates and recommended the county accept all responsive bids so purchases can be made from the low bidder for each delivery location. “We recommend that you accept all bids, and we’ll purchase based on what the low bid was for that particular location,” Meaders said. The board approved each recommendation by motion and voice vote.
The approvals covered multiple vendors listed in the bid tabulation, including Central Paving, Raleigh Construction, Milestone, Asphalt Materials, Bitmat Products, Reeth Riley Construction, CNE Excavating and Kenneth Smith Inc., with purchases to be made as needs and low‑price locations dictate.
The board also approved an annual subscription renewal with Priority Dispatch Corporation for the ProQA call‑processing software used by county 911 call takers. Nick Bridal, who requested the renewal, described ProQA as “the protocol that our call takers use to process all incoming 911 phone calls,” explaining that prompted questions produce determinate codes that shape dispatch priorities. The board voted to renew the subscription.
Why this matters: Accepting responsive bids across multiple suppliers gives the county flexibility to buy from the low bidder by delivery garage, intended to control costs across the county’s road maintenance program. Renewing ProQA maintains the software that the consolidated 911 center uses to triage and dispatch emergency responses.
The meeting record shows unanimous voice votes for the procurement and the software renewal. Next steps for the highway purchases will be purchase orders issued against the approved bid responses as needs arise.
