Muscoda board reduces pay for one lineman and offers lead position to apprentice

MUSCODA, Wis. — The Muscoda Village Board on Nov. 4 approved personnel changes affecting the village’s linemen after a closed‑session discussion of wages and job duties under Wis. Stat. 19.85(1)(c).
President Imhoff opened the special meeting at 5:30 p.m. in the Kratochwill Memorial Building. After a closed‑session discussion about lead linemen wages for 2025 and 2026, the board reconvened in open session and took two formal actions.
The board voted, by a motion from Trustee Meyer seconded by Trustee Seifert, to change Kevin Ekleberry’s job responsibilities from Lead Linemen to Linemen effective Oct. 18, 2025, and to reduce his pay by $0.50 per hour. The motion passed on a roll‑call vote recorded as Yes — Hill, Meyer, Miller, Seifert, Wiederholt and Imhoff; No — none.
In a separate motion, Trustee Seifert moved and Trustee Meyer seconded to offer the Lead Lineman position to Apprentice Lineman Justice Dilley. The offer includes additional supervisory responsibilities, a six‑month orientation period, and a starting hourly wage of $48.25 effective Dec. 13, 2025. The motion states that upon successful completion of the orientation period, completion of apprentice schooling and obtaining journeyman status, the hourly wage will increase to $49.25. The motion passed on a roll‑call vote recorded as Yes — Hill, Meyer, Miller, Seifert, Wiederholt and Imhoff; No — none. Dilley said he would inform the village by Tuesday, Nov. 18, 2025, whether he accepts the offer.
The meeting record shows the board asked Wardell and Justice Dilley to leave a portion of closed session while it deliberated compensation and duties; afterward the board explained the proposal to Dilley. The meeting ended after a motion to adjourn carried.
Wis. Stat. 19.85(1)(c) — the statute cited in the motion to enter closed session — permits governing bodies to deliberate in closed session on employee compensation and related personnel matters.
No other wage amounts, personnel evaluations or administrative appeals were recorded in the minutes of the special meeting.
