Policy Committee forwards change to allow non-committee members to speak and advances community-use policy
Summary
Fayette County Policy Committee voted to forward an amendment to Policy 1.300 allowing non-committee board members to speak at committee meetings (with chair approval) under the district's special procedure and moved Policy 3.206 (community use of facilities) and Section 4 policy revisions to the full Board.
The Policy Committee of Fayette County Public Schools met March 19 and took several procedural steps that will be sent to the full Board for consideration.
Kevin Powers, chair of the Policy Committee, summarized a proposed amendment to Policy 1.300 that would permit board members who are not members of a particular committee to speak or answer questions during committee meetings, subject to approval by the committee chair. Committee discussion considered whether to follow the regular multi-reading adoption process or to use the district's special procedure to make the change effective sooner. Harold Rounds moved to forward the amendment to the full Board under the special procedure; Kevin Powers seconded the motion, and the committee voted 3–0 to forward it.
The committee also removed Policy 3.206 (Community Use of School Facilities) from the table, reviewed the policy's fee schedule and staffing implications for evening and weekend events, and voted unanimously to forward the policy to the full Board for approval. The policy, as summarized in committee, allows school facilities not in use for school purposes to be available for approved public, civic and charitable organizations, requires adult supervision for events, prohibits private for-profit activities and certain behaviors (alcohol, tobacco, gambling), and provides for emergency no-cost facility use by organizations such as the American Red Cross or National Guard.
In addition, the committee completed a second reading of a large set of Section 4 policies (instructional standards, curriculum development, special education, testing programs, AI use, extracurriculars and related items) and voted to forward the package to the full Board for final approval. The committee also conducted a first reading of Policies 4.501''' 4.805 and agreed to submit proposed revisions to staff, district legal counsel and TSBA for additional review prior to Board consideration.
All votes recorded at the committee were unanimous where noted; motions included explicit movers and seconders in the minutes. The committee adjourned at 7:50 p.m.
