During discussion, commissioners and staff debated whether the current documents should be revised before awarding a contract. S3 suggested the county’s director and the county’s IDA professional review the submissions to confirm scope and contract structure. S5 said certain items could be rescoped or substituted to reduce costs. "We can review them, and I can make a recommendation one way or the other," S5 said, while noting the county may need to rebid after rescoping.
After that exchange, S2 moved to reject the bids in order to rescope and submit the project for rebid; S3 seconded. The motion carried with the board adopting the rejection and directing staff to return with revised specifications.
What happens next: staff will work with the county director and relevant project consultants to adjust the scope and rebid the project. Commissioners noted a need to move promptly so the project schedule is not unduly delayed.
