Fizzino described a large account issue at Middlesex Hospital where a failed meter produced near‑zero bills; staff used a three‑year average to estimate corrected charges and sent a letter to hospital officials and the mayor’s office to begin collection discussions.
The board then considered two goodwill adjustments. For 3 Gibson Lane, staff reported a technician‑verified meter replacement and recommended a one‑time adjustment of $174.97 ($55.95 water, $119.02 sewer) based on a three‑year average; the board approved the adjustment by voice vote. For 148 College Street, Fizzino said a tenant leak produced large consumption (44,500 cubic feet) and the owner had already paid the bill; staff recommended a water credit of $629.90 and a sewer credit of $1,283.39 (total $1,913.29), which the board approved.
Chair Gardner described the meeting as "long but very productive" and adjourned after routine staff and engineering reports on capital projects and operations.
