Selectmen approve capital‑reserve withdrawals for engineering, landfill work and equipment

At its May 4 meeting the Farmington Board of Selectmen approved a set of capital reserve requests and equipment funding moves presented by Finance Administrator Kelly Heon.
Heon told the board she had already paid $9,564 to Hoyle Tanner for engineering from the Town Levy Repair account and requested the trustees release that amount; the motion passed 4-0. The board likewise approved $3,844.39 to cover landfill‑closure engineering expenses and $4,885.54 from the Health Reimbursement Capital Reserve for budgeted expenses.
Heon announced the town purchased a backhoe from Beauregard Equipment for $95,000 for the Water Department. After discussion the board amended the funding motion so the purchase will be financed 50% from the Water Capital Reserve and 50% from the Sewer Capital Reserve; the amended motion passed unanimously.
Heon also reported two trucks are on order (approx. $72,230 and $59,625). The selectmen agreed to apply $106,691.37 of leftover Highway Block Grant funds toward those purchases and to use the Highway Motorized Equipment Capital Reserve for the remaining balance; that motion passed 4-0.
Board members noted the town previously used $240,000 from the Water Capital Reserve to purchase land on Route 11 and that only $125,000 was returned at the 2025 Town Meeting; they asked staff to add a warrant‑article recommendation to replenish the Water Capital Reserve at the next Town Meeting. Selectmen recorded these approvals in the meeting minutes for submission to the Trustees of the Trust Funds.
