Brooklyn Heights Council adopts labor pact, raises sewer assessment and OKs trail camera

Brooklyn Heights Council on June 2 adopted a series of measures including a labor agreement with the village fire association, an increase to the sanitary sewer assessment, and a resolution allowing the Northeast Ohio Regional Sewer District to install a trail camera in the village.
Ordinance 60-2026, an emergency labor agreement authorizing the mayor and clerk/treasurer to enter into a contract with the Brooklyn Heights Fire Association, passed on a 5-0 vote. Council also approved Ordinance 62-2026 to authorize payment to Chagrin Valley Engineering for services rendered (5-0). The minutes contain one inconsistent line that reads "Ordinance 60-2025," which appears to be a typographical error in the record; the item listed on the agenda and vote is Ordinance 62-2026.
Ordinance 61-2026, an emergency ordinance increasing the sanitary sewer (and storm sewer) assessment from $1.75 to $3.50 per linear foot of property frontage, passed 5-0. Council discussed that the proposed $3.50 amount is based on cost calculations provided by Cuyahoga County and is intended to cover current service costs and a shortfall. Service Director Joe Blados said the County typically completes sanitary work and charges the Village without prior notification and that he is working to improve coordination so the Village is informed before funds are withdrawn.
Resolution 08-2026, authorizing the Northeast Ohio Regional Sewer District to install a trail camera in the Village to monitor debris accumulation, was adopted with four yeas and one abstention.
On routine business the Council approved motions and payments recorded in the minutes, including:
- Approval of the April 21, 2026 regular meeting minutes (moved by Presot, seconded by Schuckert; motion carried 5-0). - Payment of $1,330 to Lori's Custom Catering for Meals on Wheels for May (motion recorded, carried 5-0). - Payment to Steve Sports of $4,887.50 for uniforms and supplies (motion carried 5-0). - Approval to support the Blue Wave Swim Team by covering $40 per resident participant (motion passed 4-0 as recorded). - Payment of $2,500 for the annual cloud permit fee (motion carried 5-0). - A payment of $1,050 for outside legal services regarding the alpaca farm (motion carried 5-0) and $1,105 for HR fees (motion carried 5-0). - Payment to Val Snyder for transition services (70 hours, $2,320.50; motion carried 5-0).
The Council then voted to enter executive session to discuss a personnel matter. After that, the meeting was adjourned.
Why it matters: The sewer assessment increase will raise assessments on residential frontage and was presented as necessary to address a funding shortfall for county-provided sanitary services; the labor agreement and vendor payments implement day-to-day municipal operations. The trail-camera resolution moves forward a regional effort to monitor debris accumulation in village waterways.
