Gasconade County Clerk Lesa Lietzow read certified special‑election results to the Owensville Board of Aldermen on Aug. 18 showing the Revenue Water & Sewer Bond question passed by a vote of 73 to 65.
The ballot asked whether the City should issue up to $10,000,000 in combined waterworks and sewerage system revenue bonds to extend and improve the system, acquire land and rights‑of‑way, cover operation and maintenance costs, and pay principal and interest from system revenues only. The clerk—read the certified totals into the minutes as required.
Mayor Kevin McFadden thanked Board members and staff for outreach to help voters understand the question and said the result reflected the voters—decision despite pre‑election criticism in a local newspaper letter to the editor.
Because the bonds are revenue bonds secured by system receipts rather than a general obligation, debt service will be payable solely from the water and sewer system's revenues, per the ballot language presented to voters.
