The board adopted Bill No. 26‑23, an amendment to Section 405.335 of the Municipal Code dealing with permanent open space and natural resource protection, which was advanced from a public hearing and became Ordinance No. 4751 after a unanimous roll‑call vote. City Planner Ryan Spencer was available during the public hearing to answer questions about the code revisions; Alderman Kinsella thanked staff for aligning the language to the city’s intent.
In separate actions taken under suspension of the agenda rules, the aldermen approved Bill No. 26‑24, a conditional‑use permit for a driveway gate at 2014 S. Mason Road (Ordinance No. 4752), and Bill No. 26‑26, a fifth amended final site development plan for Principia School at 13201 Clayton Road (Ordinance No. 4753). Alderman Hughes said she was surprised the Principia parking plan included only three accessible spaces but noted it met ADA requirements as presented.
The board also accepted the low bid from NB West Contracting Company for the 2026 Asphalt Pavement Program (Bill No. 26‑28, Ordinance No. 4754). Alderman Harder acknowledged the bid exceeded the project budget but said savings from the city’s Crack Sealing Program would cover the difference; Public Works Director Todd Rehg said the earlier budget estimate was prepared by his predecessor. The board approved a contract with Ideal Landscape Construction for the Longview Farm Park parking lot and amended the Parks & Stormwater Fund budget to cover the increase (Bill No. 26‑29, Ordinance No. 4755).
Routine approvals included a purchase order to School Health for ten police AED units totaling $16,400, and a slate of liquor licenses with contingencies for applicants who must satisfy licensing or business‑license requirements before issuance.
All roll‑call votes recorded for the listed ordinances were unanimous in favor. The board continued consideration of a separate conditional‑use permit application for a proposed group home at 541 S. Mason Road to the July 13 meeting after public comment and questions to the applicant. The meeting adjourned at 8:12 PM.
