Franklin County solicits bids for 2026 chip-seal program and painted pavement markings

County public-works staff presented a revised approach to road maintenance on Jan. 28 and the Board of Commissioners approved soliciting bids for the 2026 chip-seal project and painted pavement markings.
Staff said the program will reduce the total chip-seal mileage compared with past years in order to focus on asphalt repairs where roads need heavier work. The planned chip-seal program covers about 35 miles, and staff said the change will free capacity to perform asphalt repairs and targeted leveling where base failures exist.
The solicitation covers chip seal and painted pavement markings for the same routes, with some short exceptions where paint would not be applied. Staff noted a possible future consideration of a slurry coat or seal coat for certain roads but recommended waiting an additional year in some locations to allow freeze-thaw cycles to pass.
A motion to issue solicitations for chip-seal bids and painted pavement markings passed on roll call. Staff said they will finalize specifications and post the solicitations.
Next steps: Public Works will finalize bid documents and publish the solicitations; staff will return with bid results and recommendations for contract awards.
