Elizabeth City-Pasquotank board waives timing rules and adopts six Title IX-related policy revisions

At its Feb. 24 meeting the Elizabeth City-Pasquotank Public Schools board unanimously suspended its policy-adoption timing requirement, approved six policy revisions related to Title IX and then reinstated the timing rule.
Policy lead Haynes summarized the changes recommended by the North Carolina School Boards Association, describing revisions that clarify the grievance process, separate reports from formal complaints, update legal and cross-references, and adjust policies governing pregnant and parenting students and bullying/harassment reporting. Haynes said the board has been working with legal counsel because a court opinion temporarily prevented the Department of Education from enforcing newly issued federal Title IX regulations.
The board first voted to waive the written-notice requirement for adopting policies, then approved the six policy updates to take effect immediately, and finally voted to reinstate the policy-adoption timing rule. Board members moved, seconded and recorded unanimous votes on each action.
Board materials and the policy summaries will be filed with the official minutes; the administration said it has been coordinating with the board’s attorneys to ensure the adopted policies comply with current legal guidance while awaiting further updates from the state and national authorities.
The board then moved on to other items on the agenda.
